EMPLOYER OF RECORD
What Is an Employer of Record?
An Employer of Record (EOR) allows a company to employ a person in a market through a local employer without first establishing its own local employing entity.
Under the EOR model, EmployMENA, through Business Alliance, acts as the local legal employer and administers the agreed employment, payroll, statutory and HR processes. The client directs the employee’s day-to-day role, priorities and work.
The employment journey
- Recruit
Find the person — or bring one you have already selected.
- Employ
Employ them locally through an Employer of Record arrangement.
- Support
Payroll, employment administration and ongoing workforce support.

WHO DOES WHAT
Who does what in an EOR arrangement
The arrangement splits one job into two roles: you keep the working relationship, and a local employer carries the formal employment.
It can allow your company to employ talent in a market while a local partner supports the employment relationship on your behalf — without you needing to set up your own legal entity there.
This page is general information, not legal or tax advice. What an EOR arrangement can cover depends on the organization, the employee, the role and the applicable requirements in each market.

CHOOSING AN APPROACH
EOR or Setting Up Your Own Entity?
| Consideration | EOR | Own Entity |
|---|---|---|
| Local employment structure | Supported through EOR | Established by company |
| Entity setup | Not required for EOR arrangement | Required |
| Employment administration | Supported by EOR | Managed by company |
| Payroll administration | Supported | Managed by company |
| Control of day-to-day work | Client | Client |
| Best suited for | Testing or building presence | Establishing a long-term local operation |
Setting up your own local entity gives you full ownership and control, but takes longer and carries more upfront administrative responsibility. The appropriate structure depends on the organization, employee, role and applicable requirements. This is general information, not legal advice.

STAFFING — CONSULTANTS & CONTRACTORS
Need Short-Term or Project-Based Capacity?
For assignments that do not require a permanent hire, EmployMENA can support the engagement of consultants or contractors to work on defined tasks or short-term client projects.
Depending on the requirement, we can support talent sourcing where needed and put the appropriate engagement and administration structure in place. The client directs the consultant or contractor’s day-to-day project work.
The appropriate contractual or employment structure depends on the nature of the assignment and applicable requirements. We confirm the suitable structure before engagement rather than treating every consultant or contractor as an EOR employee.
